Nalin Prabhat, an Indian Police Service (IPS) officer, was named Special Director General (SDG) of the Jammu & Kashmir Police by the Ministry of Home Affairs (MHA) on Thursday, August 15, 2024. Beginning in October of this year, Mr. Prabhat will serve as the Director General of Police (DGP) for J&K.

Following his inter-cadre deputation from the Andhra Pradesh Cadre to the AGMUT [Arunachal Pradesh-Goa-Mizoram and Union Territory] Cadre, Sh. Nalin Prabhat, IPS (AP:1992), is hereby posted to Jammu & Kashmir as Special Director General (SDG), Jammu & Kashmir Police, effective immediately and through 30.09.2024, according to the MHA’s order.

According to the ruling, Mr. Prabhat was also named J&K DGP, effective October 1. He will take over for R.R. Swain (IPS), who is set to retire on September 30 of this year after reaching superannuation. After the Union government removed J&K’s special status in August 2019, Mr. Swain was named Additional Director General of Police Criminal Investigation Department (CID) in 2020 in J&K. Additionally, Mr. Swain served as J&K’s Director General of Police.

As a result of increased attacks by combat-hardened militants versed in jungle warfare, Mr. Prabhat assumes his position in J&K at a moment when militancy is presenting a significant challenge. Since June of this year, there have been over 18 recorded gunfights in J&K.

Since he was previously posted to J&K, Mr. Prabhat has gained the respect of the security forces and is seen as an old hand in the insurgency in Kashmir. He previously worked for the Central Reserve Police Force (CRPF) in the Srinagar Sector and as Deputy Inspector General for South Kashmir’s Operations Range. He was also the CRPF’s Inspector General for the Kashmir Operations Sector. A former chief minister of J&K praised him for his efforts to combat militancy in the region. In addition to the Police (Special Duty) Medal and Bar in J&K, he received the Antrik Suraksha Seva Padak for his efforts.

BITS Pilani signed an agreement with the Defence Institute of Advanced Technology (DIAT) in Pune, on December 4. The areas of knowledge-sharing activities undertaken include workshops, seminars, and conferences to be conducted on national security fields, according to a statement from BITS Pilani.

The BITS Pilani statement also says that joint research work will be an area of focus for this collaboration. The Center for Research Excellence in National Security (CRENS) established at the BITS Pilani will facilitate the partnership.

Both institutes will also undertake research projects including short-term consultancy assignments to deal with industry issues and long-term initiatives to explore emerging and future areas. The collaborations will include the usage of lab infrastructures, faculty members, and research scholars.

BITS Pilani vice chancellor Ramgopal Rao was critical of the tie-up and stated: “Our partnership with DIAT Pune reflects a shared vision that through research and innovation, we can synergistically elevate the defence capability of India and give a technological push to India. Through CRENS we intend to address the veritable challenges and bring about self-reliance in the strategic sectors.
