The Delhi Skills and Entrepreneurship University’s DSEU 2024 decision to increase fees and revoke concessions for SC, ST, and EWS students has raised significant concerns among the student body. The substantial fee hike, especially for courses like the Bachelor of Optometry, coupled with the removal of fee waivers, places a heavy financial burden on students from marginalized communities.

As the university navigates its financial challenges, it is crucial to consider the impact on students and seek equitable solutions. According to the website’s bulletin, Bachelor of Optometry fees for first-year students have increased to roughly Rs 1.10 lakh per year from Rs 29,700 in 2023-2024.

The Delhi Skills and Entrepreneurship University (DSEU) has abolished a 20% fee concession for SC and ST students and a 10% remission for the EWS category, causing worry among those affected. Several students expressed concern over not only the revocation of waivers but also the recent tuition increase and the criterion for exempting “fee defaulters” from taking exams.

The DSEU 2024, a state-established and funded institute, has revoked the concession provided to Scheduled Caste (SC), Scheduled Tribe (ST), and Economically Weaker Section (EWS) students beginning with the 2024-25 academic session, and has increased fees by up to nine times for the majority of its 80 courses, with the exception of master’s programs, according to Aawaz, the varsity’s student body.

The new fees can be seen in the DSEU 2024 entrance booklet, Information Bulletin 2024, which includes the whole fee structure for all courses offered at the university. When asked about the fee hike and the withdrawal of the concession for SC, ST, and EWS students, DSEU 2024 Vice-Chancellor Ashok Kumar Nagawat told PTI that the hike was implemented based on the Finance Committee’s recommendations, taking into account the university’s financing shortage and financial load. He stated that the committee will meet again on July 31 to discuss the situation.

According to the website’s bulletin, Bachelor of Optometry fees for first-year students have increased to about Rs 1.10 lakh per year (including additional annual expenses) from Rs 29,700 in 2023-2024. According to the document, prices for other degrees, such as BSc Data Analytics (formerly Rs 41,580) and Bachelor of Computer Science (previously Rs 34,940), have been increased to the same amount. “There will be a 10% annual rise in fees. “The semester fee will be based on that,” the announcement adds.

DSEU 2024 Education loan exception

On June 17, the university produced a list of hundreds of “fee defaulter” students, prohibiting them from taking the end-of-term exam or attending classes, according to the student’s body. According to Awaaz, the list was made available on the administration’s official WhatsApp group and shared with students by the respective campus directors. “Dear everybody, please find attached a list of students who have not paid their tuition to date. These pupils are not permitted to sit for the end-of-term examination (even semester). “Campuses are requested to take note of this (sic),” read the statement forwarded to students by Ritu Sareen, Assistant Registrar for Academics.

“Students who pay their fees using an education loan will be able to appear for their exams as long as they can present the paperwork proving that their loan is being processed. Campuses are asked to disclose the information about such students so that we can update our records and avoid sending messages for fee payment (sic),” stated another post shared by an official in the same group. PTI contacted Sareen for her response to the claims, but she declined to comment. “It is an official matter and I don’t want to comment on this,” she told me. Several students lamented that the increase in fees and the removal of concessions had exacerbated their problems.
