Dharmendra Pradhan Inaugurates Workshop on IDP

The workshop aimed at empowering Higher Educational Institutions for their academic and professional excellence, in the light of UGC Guidelines on IDP. In tune with National Education Policy (NEP) 2020, the IDP has provided a concrete roadmap to the institutions on building their vision, mission and goals toward future-ready education at an institutional level,” the UGC said.

While speaking at the occasion, Dharmendra Pradhan said, “The higher educational institutes of the country would play an important role in realizing the vision of Viksit Bharat by Prime Minister Narendra Modi by embracing core values and spirit of NEP 2020.

The institutional development plan will focus on enhancing the competencies of our vast demography, facilitating learner-centric and multidisciplinary education, integrating Bharatiya Bhasha in higher learning, prioritising innovation, entrepreneurship and job-creation as an outcome, capacity building of teachers and achieving the global standard of research and development,” Dharmendra Pradhan added.

He further said that the Indian education system “must address 21st-century aspirations and build solutions for local and global challenges”. He called upon the academic fraternity to work in a focused and time-bound manner to reinvent their institutions, transform the higher educational landscape, and achieve national priorities.

The event was marked by the presence of K Sanjay Murthy, secretary, Department of Higher Education, Ministry of Education; UGC chairman M Jagadesh Kumar, and NS Kalsi, former chairperson, NCVET and heads of around 200 HEIs across India. The workshop was held at the Indian National Science Academy (INSA).

UGC Compendium of Regulations

While releasing the Compendium of All UGC Rules/Notifications from 1957 to 2023, the statutory body said it would be useful for the institutions to develop and implement their IDP.

“This comprehensive resource is a useful tool for higher educational institutions and students alike as it provides them with a single, accessible source for understanding the frameworks governing Indian higher education,” it said.

According to the Education Minister, the UGC Compendium of Regulations provides regulations regarding 15 rules, 87 regulations, and 28 notifications, covering inspections; the fitness of institutions for grants; return of information; budget and accounts; establishment; affiliation; autonomy; accreditation; admission and fees; specification of degrees among others. This compendium of over 1,100 pages is available in PDF and e-book format at the official website of UGC.

Institutional Development Planlet (IDP)

Accompanying the announcement, the chairman of UGC added with emphasis that “IDP acts as a roadmap for growth and excellence of higher educational institutions”. He elaborated on how the IDP guidelines positioned and empowered the HEIs to plan their strategic development independently while infusing an element of continuous improvement in such a way that they remain future-ready.

The first workshop was arranged in April 2024, and the second workshop also saw representation by experts and representatives from various universities in the country on IDP. “Thus, IDPs allow making clear goals, deploying resources, and monitoring progress, enabling institutions to improve their quality, relevance, and impact,” he added.
